ORA-06115: NETTCP: unable to create ORACLE logicals

Cause: The host's SQL*Net TCP/IP server was unable to create the necessary logicals required by the ORACLE server process. See the SQL*Net TCP/IP server log file for more details. See the solution below.

Error solution: Contact your system administrator.

Database version: Oracle 11g Release 2 (11.2)
