ORA-07456: cannot set RESOURCE_MANAGER_PLAN when database is closed

Cause: An attempt was made to turn on the Resource Manager when the database was closed. See the solution below.

Error solution: Open the database and try again.

Database version: Oracle 11g Release 2 (11.2)
