ORA-07482: snlmini: cannot create lock manager instance.

Cause: lm_create failed to create lock manager instance. See the solution below.

Error solution: Check permissions on ?/dbs, and remove ?/dbs/sgalm.dbf if it exists, then retry.

Database version: Oracle 11g Release 2 (11.2)
